# CarbonSettle — CBAM Compliance for Indian Exporters

## Key facts (accurate as of July 2026)
- CBAM is an EU regulation (EU 2023/956). Its transitional reporting phase ran 1 Oct 2023 – 31 Dec 2025; the definitive period began 1 January 2026 — financial obligations apply and only VERIFIED actual emissions data can replace default values.
- CBAM covers six goods groups: iron & steel (CN ch. 72–73), aluminium (ch. 76), cement, fertilisers, hydrogen, and electricity. Coverage is determined by the product's CN (HS) code, not company size — there is no MSME exemption.
- EU default values are deliberately conservative. Market analysts in 2026 report default-basis costs of roughly €250–€270 per tonne for Indian blast-furnace steel products versus roughly €65–€170 per tonne on verified actuals — about €80,000–€180,000 per 1,000-tonne consignment. The default mark-up escalates from 10% (2026) to 30% (2028) for steel and aluminium.
- Indian blast-furnace steel typically runs ≈2.1–2.2 tCO₂ per tonne actual embedded emissions — usually well below what defaults assume, so reporting verified actuals is a direct cost advantage.
- The compliance process: (1) map installation boundaries, (2) collect source data, (3) calculate Scope 1 + Scope 2 embedded emissions with India-specific grid factors, (4) generate the EU CBAM XML, (5) have the data verified by an EU-accredited verifier. A first buyer-ready report typically takes 2–4 weeks.
- CBAM certificate prices track the EU ETS (around the €70–€80/tCO₂ range in 2026).
